Engagement Coordinator - Falepili Mobility Pathway

Summary

The Australia-Tuvalu Falepili Union is a formal agreement between the Governments of Tuvalu and Australia that strengthens the unique and enduring partnership between the two countries. It reflects the deep bonds of friendship and shared values grounded in the Tuvaluan concept of falepili – the principle of being a good neighbour, showing care, and acting with mutual respect.

The Treaty affirms cooperation across a range of shared interests, including:

  • Education and health

  • Disaster response and resilience

  • Human mobility

  • Security and defence

  • Governance and public administration

  • Cultural heritage, language, and identity

 

A key feature of the Treaty is the creation of a mobility pathway, offering up to 280 Tuvaluan citizens per year the opportunity to live, work, and study in Australia, with access to permanent residency. This is enabled through an annual ballot system and recognises the sovereign right of Tuvaluan citizens to pursue opportunities while maintaining strong links to culture, country, and community.

Island Spirit is part of a DFAT appointed consortium led by Icon Agency (the Icon Consortium), to deliver Falepili Union Treaty mobility pathway offshore support services. Our role focuses on ensuring participants are informed, supported, and prepared — from entering the ballot through to pre-departure planning and long-term integration.

 

Role description: 

As the Engagement Coordinator – Falepili Mobility Pathway, you will be responsible for supporting the implementation of the mobility pathway in line with project expectations within Tuvalu. Working closely with the Island Spirit Australia team, you will support the In-Country Lead in driving project implementation. You will achieve this by assisting in the organisation and preparation of project activities in an efficient and timely manner to ensure its success.

Key responsibilities: 

  • Manage the day-to-day implementation of the program’s activities, tasks, and communication.

  • Liaise with local partners, organisations, and stakeholders to ensure effective coordination and collaboration.

  • Provide technical support and guidance to local partners and beneficiaries.

  • Deliver education workshops and seminars regularly to promote awareness of the mobility pathway to the wider community.

  • Deliver education seminars to qualified visa applicants and conduct pre-departure briefings.

  • Monitor and report on the progress and quality of the program’s activities and outcomes.

  • Prepare financial and administrative reports, including budget tracking, expense reports, and purchase orders.

  • Contribute to the development and implementation of the program’s in-country strategy and work plan.

  • Support the In-Country Lead in establishing and maintaining effective relationships with government officials, civil society, community leaders, organisations, and stakeholders.

  • Are fluent in Tuvaluan and English, with strong interpersonal and communication skills.

  • Have experience in administrative, coordination, or community-facing roles.

  • Demonstrate cultural sensitivity and a respectful approach when working with diverse communities.

  • Have a basic understanding of reporting, record-keeping, and logistical planning.

  • Are confident in facilitating or supporting small workshops, information sessions, or group discussions.

  • Can work independently and proactively, while being an active contributor to a team.

  • Are comfortable using common software tools such as email, Microsoft Word, and spreadsheets.

  • Bring a solutions-focused mindset and a strong sense of personal responsibility to your work.

Successful applicants will be required to complete criminal history/suitability screening checks, participate in a safeguarding orientation session, and sign the Island Spirit Australia Child Safeguarding Policy and Code of Conduct. Island Spirit Australia may seek information from agencies with which consultants have previously had engagement, and specifically discuss any conduct of concern in relation to safeguarding.
